The Mendocino County Office of Education (MCOE) serves as the local agency approved by the California Commission on Teacher Credentialing (CCTC) to register the credentials of persons hired by county school districts for positions requiring administrative, teaching, service and special education credentials, as well as other permits and certificates. Our services are guided by the rules and regulations of the CCTC and defined in California State Education Code.
We are mandated by law to audit, register and certify the credentials, certificates and permits held or applied for by all certificated personnel for all the school districts in Mendocino County. In this capacity, we maintain official records for the CCTC relating to monitoring/review of teaching and service assignments in all our districts. Additionally, we advise districts on numerous credential issues and hold workshops throughout the year for school district personnel to update them in credentialing and legislation changes.

Short-Term and Emergency permits (excluding Emergency Substitute
Permits) must be handled by the district, county or university staff.
Online renewal is not advised if your credential

If you are currently employed in a
school district you will want to file your paperwork through your
employer.There are many different types
of additional authorizations available from the Commission on Teacher
Credentialing (CTC).For information on

How do I obtain an authorization to teach
English Learners?
There are currently two routes to obtain
an authorization to teach English Learner (EL) students: A) Take and pass the

I am a teacher in a state other than California;
how do I earn a California teaching credential?
In California all teaching,
services and administrative credentials are issued by the California Commission
on Teacher Credentialing (CTC).Although
you may apply directly to the CTC for a California credential based on a
teaching credential from another state, we recommend making an appointment with
the Credentials Analyst at your local county office to assist you with the
paperwork.The requirements for a California
teaching credential based on an out of state teaching credential may be found
on the CTC website at http://www.ctc.ca.gov/credentials/out-of-state.html.The CTC takes approximately 50 days to
process an application. By meeting with a county credentials analyst you may be
able to work before the CTC issues your document.

How do I obtain a Career Technical Education
(CTE) or Adult Education credential?
CTE and Adult Education credentials
are issued by the Commission on Teacher Credentialing (CTC).All applications for CTE credentials must be
submitted through an approved Local Education Agency (LEA); applications for
Adult Education credentials may be submitted through an approved LEA or the
employing school district.Information

The Mendocino County Office of Education (MCOE) assists potential certificated substitutes with obtaining or registering substitute permits and teaching credentials. Potential substitutes must currently have a valid teaching credential, or be eligible to apply for a 30-Day Substitute Permit with the California Commission on Teacher Credentialing.
Each school district in Mendocino County maintains their own certificated substitute list. Please contact the district(s) in which you are interested for their specific substitute application packet.
