Supporting Schools in Delivering Sustainable Behavioral Health Services

CYBHI logoOne of the most promising elements of CYBHI is the introduction of the Fee Schedule—a new, sustainable funding mechanism that helps schools access ongoing resources to deliver behavioral health services that many schools already provide. This statewide reimbursement model allows LEAs to bill for school-based behavioral health services and receive ongoing funding for eligible services.

What is the CYBHI Fee Schedule?

The CYBHI Fee Schedule is a sustainable funding mechanism that allows schools to access ongoing resources for delivering behavioral health services. Unlike one-time grants, this program creates a reliable revenue stream by enabling LEAs to bill for school-based behavioral health services.

What makes the Fee Schedule unique:

  • Covers both Medi-Cal enrolled and commercially insured students
  • Provides 100% reimbursement for covered services
  • Creates a more approachable billing model for schools
  • Offers sustainable, ongoing financial support rather than one-time grants
  • Eliminates many administrative barriers of previous programs

Reimbursable services may include:

  • Screenings and Assessments: Covers evaluations of a student’s mental health needs  
  • Case Management: Supports coordination across families, providers, & systems
  • Treatment Services: Includes individual, group, and family counseling
  • Psychoeducation: which focuses on early support & skill-building. 

School-Linked Partnership & Capacity Grants

Mendocino County Office of Education has received capacity grant funding (one-time grant funding designed to help schools build the necessary infrastructure, expand provider capacity, and develop partnerships in preparation for implementing the CYBHI Fee Schedule) to:

  • Enhance mental health infrastructure in schools
  • Fund staff training and professional development
  • Strengthen partnerships with behavioral health providers
  • Increase access to behavioral health services for students
